At 12:28 on March 1, 2017, the value indicating accumulative power generation on the display screen in the central control room of TGHPP jumped to 10,000, which means the accumulative power generation of TGHPP reached 1,000 TWh.

Everybody in the central control room was overjoyed then. The operation staff applauded and shook hands with each other to celebrate this important moment of the century project. For this exciting moment, the staff of TGHPP has experienced ups and downs and made arduous efforts. There are too many stories that we can tell behind the achievement of 1,000 TWh.

Maintaining lean operation and ensuring long-period safe and stable operation of giant generating units

TGHPP has a total installed capacity of 22,500 MW and annual designed power generation of 88.2 TWh. It is the backbone power source for the West-East Power Transmission Project and the South-North Power Transaction Project, and also a key project for harnessing and developing the Yangtze River. It takes a very important position in national strategy.

In addition to 2 sets of 50 MW hydro-generating units, TGHPP is installed with 32 sets of 700 MW giant hydro-generating units accounting for nearly 40% of the total number of giant hydro-generating units in the world.While generating abundant clean electricity, giant hydro-generating units also bring great challenges to operation and management.

As the operations management unit of TGHPP,

CYPC took the lead in the implementation of “diagnostic operation” in the hydropower industry, Has installed 109 sets of on-line monitoring systems in 8 categories for monitoring operating states of the units,

Realized the real-time monitoring and operating trend analysis of characteristic values of all the main and auxiliary equipment,

Achieved the transformation of hydropower plant operation management from “after-treatment” to “pre-control”,

Thus significantly improved the safety and reliability of equipment operation.

sets of equipment such as optimizing AGC control to improve unit efficiency, successfully optimized the operations management of generating units, applied the relevant research achievements of the Left Bank Station of TGHPP that was put into operation earlier to the equipment design, manufacturing and installation of the Right Bank Station and Underground Hydropower Station of TGHPP that were put into operation later, and effectively promoted the stable operation of domestic equipment in the Right Bank Station and Underground Hydropower Station of TGHPP.

TGHPP took the lead in applying the cutting-edge robot technology to lean operation of the giant generating units. The world’s first set of swarm robots for inspection of super-size penstocks has been successfully applied in the TGHPP. This application filled the technology gap in all-round rapid inspection on the inner surface of super-size penstocks, and also reached the international leading level. With rapid inspection and three-dimensional image by the swarm robots, TGHPP is once again labelled as a “world-class” and “international leading” hydropower plant.

Since 2016, CYPC has carried out a lot of work on the Right Bank and Underground Hydropower Station of TGHPP, including unit excitation, governor modeling, leading phase operation and primary frequency regulation, vigorously promoted the establishment of automatic meter reading system in the whole plant, transformation and upgrading of power management unit in the Right Bank Station and network construction in Zone II, fully implemented data integration analysis of online monitoring system, and strived to made new breakthroughs in the construction of smart TGHPP.

TGHPP has maintained safe and stable operation for a long time. The giant generating units can start as ordered and generate electricity once started. In 2015, the giant generating units did a very good job. All inflow water from the upper reaches of the Yangtze River was made full use for power generation. The water utilization rate reached 100%!

With more and more high efficient giant hydro-generating units and leaner operations management, CYPC is grasping more and more “core competencies”, and also accumulating more and more operation management experiences for giant hydro-generating units in the world.

Making accurate forecasts and making full use of each cubic meter of upstream water

“Making full use of any amount of water and well scheduling any amount of power generated”, CYPC made accurate forecasts and careful scheduling, scientifically formulated scheduling plan, and carefully carried out joint operation of Three Gorges, Gezhouba, Xiluodu and Xiangjiaba Cascaded Reservoirs centered on the Three Gorges Reservoir.


CYPC has established the advanced water and rainfall regime telemetry system,

With 617 self-built telemetry stations,

Telemetry basin area of about 650,000 km2,

Covering over 50% of the basin area in the upper reaches of the Yangtze River,

Thus achieved accurate forecast of water and rainfall regime.

CYPC made full use of the automatic monitoring and forecasting system for water and rainfall regime in the river basin, carried out trend analysis on water and rainfall regime, grasped the reservoir operation information in the upper reaches through the reservoir group information sharing platform, actively consulted with hydrological and meteorological departments, and conducted short, medium and long-term rolling forecasts, which laid a foundation for optimized utilization of water resources.


According to the changes in work focus and inflow condition, CYPC has different focuses in its scheduling plans.

During the water-level drawdown period, CYPC reduces the water level in advance according to the drawdown situation of upstream reservoirs, grid maintenance arrangements and market demand, which greatly improves the flexibility of cascaded reservoir operation. During load peaking of TGHPP, the limited regulating storage of Gezhouba HPP is reused to reduce abandoned water and increase power generation.

During the flood season, CYPC seizes the favorable opportunity for power generation under the prerequisite of ensuring flood control safety and actively communicates with the State and Yangtze River Flood Control and Drought Relief Headquarters and the power grids to scientifically optimize the use of small and medium floods.

During the impounding period, CYPC carries out combined operation of cascaded reservoirs for flood control and impoundment according to the water head changes and makes efficient use of the hydropower potential to ensure both power generation and water impoundment.

In recent years,a series of key indicators of CYPC have reached the international leading level, such as waterpower utilization rate, cost control, power generation efficiency and equipment reliability. Fruitful achievements have been made in scientific and accurate scheduling.

In 2016, through combined operation of cascaded reservoirs, CYPC enabled the generating units of cascaded hydropower plants to reach full-capacity operation earlier than previous years, and brought the benefit of water head into full play. A total of 82 generating units in Three Gorges, Gezhouba, Xiluodu and Xiangjiaba HPPs maintained simultaneous full-capacity operation for nearly 200 hours. CYPC has also successfully completed the impounding tasks of Three Gorges, Xiluodu and Xiangjiaba Reservoirs. The 24-hour flow forecast accuracy of cascaded reservoirs reached 98%, the accuracy rate of daily power generation plan of power plants reached 99.8%, and the annual cumulative increased power generation from water saving of cascaded hydropower plants amounted to nearly 10 TWh.

From 2003 to 2016, TGHPP has reduced its water consumption rate for power generation year by year through scientific scheduling, i.e. from 5.9 m3/kWh during the initial operation to 4.3 m3/kWh. The cumulative increased power generation from water saving of Three Gorges-Gezhouba Cascaded Hydropower Plants reached as high as 64.93 TWh.

Implementing scientific scheduling and giving full play to the comprehensive benefits of Three Gorges Project


The Three Gorges Hydropower Complex is a backbone project for harnessing and developing Yangtze River. This project has diversified functions and enormous comprehensive benefits. At present, the accumulative power generation of TGHPP has reached 1,000 TWh. Such achievement is obtained on the basis that power generation should always obey and serve the flood control, navigation and other functions. China Three Gorges Corporation (“CTG”) has maximized the comprehensive benefits of the Three Gorges Project through scientific scheduling.


Flood control is the primary task of the Three Gorges Project.The dam is erected in the Yangtze River, withstanding the rushing floodwaters. At 8:00 p.m. on July 24, 2012, the floodwater of 71,200 m3/s was like a group of runaway horses, roaring towards the Three Gorges Dam. If the Three Gorges Project had not been built, this flood peak would have made Shashi hydrometric station close to the safety guarantee level, Chenglingji hydrometric station exceed the safety guarantee level and Hankou hydrometric station surpass the warning level. With the Three Gorges Project, we are no longer in a passive position. We withstood the test of this catastrophic flood through accurate forecasts, scientific scheduling, flood retention in time and flood discharge at the appropriate time. Although with the same Catastrophic Flood, the impact of this flood was totally different from that in 1998. The devastation caused by floods did not repeat, the downstream people were in the normal production and living order, and riverside view became a leisure activity of the people living along the river. Only in one month of July 2012, the accumulative flood volume intercepted and stored by Three Gorges Reservoir reached 13.6 billion m3.

On June 26, 2016, as the Three Gorges Project coped with the Yangtze River No.1 flood during the year, the Three Gorges Cascade Dispatching & Communication Center of CYPC formulated the optimal scheduling scheme centered on water utilization according to the water regime in the middle and lower reaches as well as the flood control situation. Upon the implementation of this scheme, the intercepted and stored flood volume reached nearly 3 billion m3, and increased power generation of about 1 TWh. In the whole year of 2016, the accumulative flood volume intercepted and stored by Three Gorges Reservoir reached 12.27 billion m3, which greatly alleviated the pressure of flood control in the middle and lower reaches of the Yangtze River.

According to statistics, from 2003 to 2016, the Three Gorges Cascade Dispatching & Communication Center of CYPC has successfully forecasted two floods of 70,000 m3/s and ten floods of 50,000 m3/s at the Three Gorges Reservoir. The flood forecast accuracy of the Center has reached Grade A, taken a leading position in the domestic hydropower industry and provided a strong guarantee to the feasibility of cascaded reservoir optimal operation scheme.

CYPC is also actively using the Three Gorges Reservoir to seek benefits for the downstream people and vigorously fulfill its social responsibility. In early June 2015, in order to support the rescue of “Eastern Star” ship, the Three Gorges Reservoir continuously reduced reservoir discharge, gradually reduced the reservoir outflow from 17,200 m3/s to 7,000 m3/s, successfully reduced the water level at Jianli hydrometric station by 3m, and created favorable conditions for the rescue of the wrecked Eastern Star ship.

On December 29~31, 2016, some shallow waterways in the lower and middle reaches of the Yangtze River had suffered heavier silting than that in the previous years. In order to guarantee navigation, water supply for both industry and agriculture and safe operation of the power grids, the Three Gorges Reservoir increased the discharge flow to 7,000 m3/s, and replenished an additional water amount of 200 million cubic meters in 48 hours other than the scheduled, which greatly alleviated the difficulty in maintenance and dredging in the shallow waterways and helped to evacuate the 600 ships stranded in the downstream areas.

The Three Gorges Reservoir is like a bank of water resources for flood retention and drought relief. In 2016, the Three Gorges Reservoir replenished a total water amount of 21.8 billion m3 to the downstream areas. In October 2016, the drought intensified in Dongting Lake and Poyang Lake. The Three Gorges Reservoir increased discharge flow, continuously replenished water to the downstream areas, effectively alleviated the drought, guaranteed the water supply to daily life, production and ecological use in the lower reaches, and ensured smooth navigation in the Yangtze River.

Since 2011, the Three Gorges Reservoir has been implementing ecological operation for natural breeding of four major aquacultured fish in the middle reaches of the Yangtze River. To be specific, the Reservoir produces continuously rising flood processes in the middle reaches of the Yangtze River through scientific scheduling, so as to create hydrological conditions suitable for fish reproduction. At the same time, ecological operation also plays an important role in reducing algal bloom, improving water quality, reducing sediment deposition, replenishing water in dry season and resisting saltwater intrusion. Only during the water-level drawdown period of the Three Gorges Reservoir in 2015, the implementation of ecological operation increased the total fish quantity by more than 1.5 billion, and significantly protected fish resources.

The achievement may seem to be ordinary and easy to realize but it is actually extraordinary and hard-won. The achievement of 1,000 TWh made by TGHPP is dependent upon lean operation of large hydropower plant, precise diagnosis of giant generating units, careful maintenance of the equipment, efficient use of water resources in the Yangtze River, and in-depth practice of “precise scheduling, lean operation and careful maintenance”.

From flood control, navigation, power generation to water replenishment, the Three Gorges Project has never failed to live up to the trust of the country and the people. CYPC has never forgotten its sacred mission of providing flood protection to the Yangtze River Basin and presenting clean energy to the society.
